This looks like a bulleted list with images bullets, but it is in fact just an ordinary link list.
The trick is to use a background image for the link and then change it using :hover.
It should work on Opera, IE, Mozilla and Netscape (latest versions). Doing it this way you can also hover over the 'bullets'.
